In this case the soothing white hand – not a racial thing – just white undercoat.
It is in preparation for RCAF yellow – a colour that is thin enough to require several coats before it evens out. The white allows it to show clearly under most illumination.
In the case of this all-over scheme, the painting will be done with a Procom Boy WA single action airbrush for an even finish. The double action ones can do it, as well, but nowhere near as easily.

I try not to deviate from the composition of paint in a build – if the lowest level is lacquer, so will be the over layers. I know the blending limitations.
