What an odd concept. Who can forbid scale modelling?
Well, quite a few official bodies, as it happens. Try to fly a model airplane, run an R/C car or boat, or scramble about the local oval with your model tank and see what a squawk it raises.
These restrictions multiply when there are clubs and associations that form to regulate their hobby division. Some, like the R/C enthusiasts have to fight local government for space on land, water, and air to run their models, and they are darned well not going to let you run yours freely. You either fit in, pay up, shut up, or go away.
You might think the model railway builders can do as they like, but as soon as they step out of their loft or spare room councils can refuse them on grounds that they create an attractive nuisance.
So far no squads of fun police pursue Lego or dollhouse builders into their hobby rooms, but it will probably be only a matter of time.
Note that as soon as a scale model hobby hits the internet and the social media pages it falls under the eyes of a whole new set of censors. Not only doing but thinking is scrutinised. But you knew that anyway…
So far I have only been run off by the parks department of Perth City Council and one R/C model airplane club. I can still paint with an airbrush in my shed. I count myself lucky.
